She tried to make light of Rick not signing some letter and caused a campaign pissing match between Rick's peeps and Kay's peeps... turned out Rick was the one who sent a letter starting this whole process in the first place sometime last year.
Still, Kay has made prison cell phone jamming her signature piece of legislation...
So what does she do on the day it is up for a vote?
Kay missed the prison cell phone jamming vote, that's what she did. She can't even take credit for it, because she didn't vote for it.
